I love this cel. It is from the Scramble Wars OVA which was a short comedy with characters from many AIC/Artmic series like Bubblegum Crisis, Gall Force, Gaiarth, etc. Basically its Catty cleaning "BUSU AHO" off their space ship. It was written there by the evil Commander Dawn.
