This cel is of Priss (from Bubblegum Crisis) about to be left in the dust by Ital and Sahari (from Gaiarth). I wish they would do more cross-over stuff like this, but I guess its not easy getting permission, the rights and all the voice actors/artists. This scene is literally about 5 seconds before the end of the episode. Sadly this is not a matching background, but it came with the cel and it works out.
