This character is Ludmila from the manga (and soon to be anime) Madan No Ou To Vanadis. This series was originally a light novel that spawned a manga and was recently greenlit for an anime. Yanai Nobuhiko is the manga artist and I believe this is his debut work. In the story, there are 7 women who are known as Vanadis's and each of them wields an unique draconic weapon. Ludmila is the 3rd Vanadis to appear in the series and she wields the ice spear Lavias.
I am a fan of the series and have read the fan translated light novels. I hope they do a good job with the anime. I was able to get this shikishi from a cosplayer friend who happens to be friends with the manga artist (she gave me this shikishi at AX2013). I have also included a picture of the shikishi another friend got, the character is Elen from the same series.
