This sketch was done by Terumi Nishii at Crunchyroll Expo 2019. She is the character designer for many seris such as Penguindrum, Saint Seiya and JoJo's Bizarre Adventure. I think she must have gone on a drawing spree because I know she did an incredible number of color sketches at the con. Im actually surprised that neither her hand or the quality of the art didnt fall off.
This character is Himari from Penguindrum. When he wears a penguin shaped hat, she turns into the Princess of the Crystal. I love this series and am extremely happy to get a sketch of this character.
